What You Will Do:
General Summary
Under general supervision, the PARC (Psychiatric Assessment & Referral Center) Referral Specialist obtains detailed clinical and demographic information regarding referrals into various psychiatric programs and interfaces with patients, clinical referral sources, third party payors, and other clients. Assures the accuracy of daily compilations of performance improvement data. Acts as the Assistant Hospital Presenter at Involuntary Admission Hearings and Clinical Review Panels.
II. Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
1. Obtains necessary clinical and administrative information of potential patients, either directly or in conjunction with clinical referral sources through working knowledge of the Mental Status criteria, and Medical Necessity Criteria for various levels of psychiatric care.
A. Establishes a professional manner with patients and referral agencies and effectively gathers information according to industry standard clinical protocols. Reviews legal paperwork to screen for content error.
B. Effectively communicates information to the PARC Manager for review and to facilitate the admission process.
C. Reviews patient records when necessary to gather required information.
D. Facilitates patient admissions with receiving program.
E. Obtains clinical pre-authorization for treatment from third party payors.
2. In absence of PARC Manager, effectively gathers referral information, assesses bed or slot availability, and relates information to the designated coverage person for review of the admissions process, and approval for admission.
3. Participate in and provide structure for psychiatric legal proceedings.
A. Maintains knowledge of the proceedings of voluntary and involuntary admissions, involuntary commitment hearings and clinical review panels.
B. Functions as patient advocate in medication review panels.
C. Serves as the assistant hospital representative for involuntary hearings in the absence of the PARC Manager.
4. Prepares preliminary daily, weekly, and monthly volume of service, and other performance indicator reports reflecting PARC and other departmental program activities.
A. Extensive data entry of relevant clinical and administrative case details. Performs elementary statistics. Computes percentages, means, etc. in the tabulation and summarization of data. Assists with reports requiring short range estimates and analysis of trends.
5. Participates in PARC marketing activities.
A. Effectively networks with multi-disciplinary staff across the continuum of psychiatric care regarding new referrals to most of the UMMS programs in psychiatry.
B. Assists in promoting the IPHB to outside referral sources by telephone communications when appropriate. Effectively and professionally represents UMMS as a world-class leader in health care delivery through the office role as a “virtual front door” for the department of psychiatry.
C. Maintains working knowledge of departmental programs in order to effectively provide information to potential customers
What You Need to Be Successful:
Education and Experience
1. Bachelor’s degree in psychology, social work, or a related health and human services field is required.
2. Six months experience in a psychiatric setting with direct patient contact is required.
Knowledge, Skills and Abilities
1. Proficient in the use of PC applications including word processing, preparation of tables, charts, and graphs. Extensive daily use of Microsoft Office package is required.
2. Working knowledge of the DSM-IV and ICD-9.
3. Must demonstrate the ability to maintain working knowledge of the legal aspects of psychiatric admissions with respect to the involuntary evaluation and admission process and the forced medication process.
4. Effective verbal and written communication skills are required in order to work closely with all levels of health care and non-health care professional staff.
